Committed to forming and utilizing strong partnerships, Mr. Halsey believes in involving as wide an array of stakeholders in organizations’ change and success strategies as is prudent.  His nonprofit clients have predominately been in health and human services, while he has for-profit experience in heavy industry, food processing and retail.

Mr. Halsey’s administrative focus in higher education over the past several years has been in Distance Learning. He currently serves as Director of Operations and Administration for Distance Learning at Virginia Tech, one of the nation’s leaders in distance education among traditional, campus-based universities. Online enrollment growth has exceeded 40% under his tenure. He also served as Regional Director of Distance Learning at ODU, a leader in satellite and other technology mediated distance learning. Mr. Halsey currently serves on the Board of the National University Telecommunications Network (NUTN).

Mr. Halsey was the founding director of the first graduate program in Nonprofit Management in the metropolitan Philadelphia area, and established a site operation in Washington, D.C. He has taught strategic planning and human resources management courses at the graduate and undergraduate level for almost 25 years, and has consulted, spoke or been invited to be a visiting professor in Lithuania, China, Vietnam, Kazakhstan, South Africa, Guatemala and Bolivia, among almost a dozen countries in total. He has served on an assortment of nonprofit and for-profit boards of directors, including terms as board President, in the fields of developmental disability, arts and culture, nursing, and scientific testing. Mr. Halsey earned an MBA from the University of Georgia, and did extensive graduate coursework in Public Policy (focusing particularly on Heath Policy) at the University of Maryland; he earned a BBA in management and public administration from James Madison University in Virginia.

Mark Halsey provides the skills, knowledge and confidence necessary to assist clients in designing and implementing new strategies, in working collaboratively with clients’ stakeholders, and in helping them to see opportunities and focus on implementing what is required to capture those opportunities without losing sight of the big picture.
